CNN —The UN human rights office described sexual violence in Haiti as “severely underreported and largely unpunished” in a harrowing report released Thursday that documented cases of rape and forced sexual relations with gang members, as well surging levels of gang violence in the country. The violence has caused the internal displacement of approximately 313,900 people as of December 2023, according to the OHCHR. “All these practices are outrageous and must stop at once,” said the UN High Commissioner for Human Rights Volker Türk. “Widespread corruption and dysfunction of the justice system greatly contribute to the pervasive impunity for grave human rights violations, and they need to be addressed urgently,” said Türk. ☆ Libyan leaders agree to form new unified government

Reuters —Three key Libyan leaders said on Sunday they had agreed on the “necessity” of forming a new unified government that would supervise long-delayed elections. The leaders are the president of the Presidential Council (PC) Mohamed Menfi, the head of High State Council (HSC) Mohamed Takala, who are both based in Tripoli, and Aguila Saleh, speaker of the House of Representatives (HoR) in Benghazi. In a joint statement, the three leaders also called on the UN Mission in Libya and the international community to support their proposals. Dbeibah has vowed not to cede power to a new government without national elections. Last week, Central Bank governor Sadiq Kabir wrote to parliament asking it to approve a new unified government and a national budget over GNU extent spending.

CNN —Palestinian factions, some of whom have been at odds for almost two decades, are meeting in Moscow to discuss forming a new government just days after the Palestinian Authority government resigned. Hamas, which is fighting a war with Israel in Gaza that has killed more than 30,000 people in the enclave, is attending the talks, according to Russian media. Analysts say that Hamas joining the PLO would be a significant development, given that it could potentially unify the Palestinian factions and create a consensus cabinet. Despite the PLO’s recognition of Israel, Hamas joining the bloc wouldn’t mean that it would automatically acknowledge it, he added. Moscow had offered to mediate between Hamas and Israel soon after the war started, touting its ties to all regional stakeholders.

Gathered this month around a campfire on the edge of a forest in central Israel, the soldiers planned their next mission: saving their deeply divided country from itself. Like many of the thousands of Israeli reservists called to fight in Gaza, the soldiers left for war amid a sudden surge of national unity after the Oct. 7 Hamas-led attacks on Israel. But as the military has withdrawn soldiers from Gaza in recent weeks and the troops have returned home, they have found their country less like it was after Oct. 7 and more like it was before: torn by divisive politics and culture clashes. Now, as these bitter divisions re-emerge, disillusioned reservists are at the vanguard of movements demanding a political reset, seeking unity and repudiating what many view as extreme polarization.

DAJABON, Dominican Republic (AP) — The Dominican Republic partially reopened its border with Haiti on Wednesday to limited commercial activity nearly a month after shuttering the frontier in a continuing spat over construction of a canal targeting water from a shared river. The Dominican border reopening was delayed after a pre-dawn fire at the main marketplace in Dajabon destroyed dozens of stalls. She called Abinader’s decision to close all land, sea and air borders last month “savage,” noting that businesses like hers are good for the Dominican Republic. She said that even if the Dominican Republic opens its borders, she hopes the Haitian side will remain closed. Haiti and the Dominican Republic have long had a contentious relationship despite strong economic ties.

Thousands of people are confirmed dead and thousands more missing, with the mayor saying the toll could reach 20,000. Usama Al Husadi, a 52-year-old driver, had been searching for his wife and five children since the disaster. Husadi, who had been working the night of the storm, dialled his wife's phone number once again. "We lost at least 50 members from my father’s family, between missing and dead," he said. Confirmed death tolls given by officials so far have varied, but all are in the thousands, with thousands more on lists of the missing.

A hospital director in the city told Reuters on Monday 1,700 bodies had been counted at his hospital, and that 500 more had been buried in another part of the city. Ron DeSantis and former New York City Mayor Rudy Giuliani joined New York politicians and mourners at a 9/11 memorial ceremony at ground zero Monday. The bipartisan group of politicians was not scheduled to speak at the ceremony, marking the 22nd anniversary of the deadliest terror attack on U.S. soil. The solemn ceremony in lower Manhattan was instead focused on the hourslong reading of the names of the dead. Along with Harris were Senate Majority Leader Chuck Schumer, New York Sen.
